Mainer Associates has been proud to support the long-term development of Wellington Place - one of the UK’s most ambitious and sustainable urban regeneration projects, in Leeds. Working across multiple buildings including 2, 3, 4, 5, 6, 7 & 8, 9, 11 & 12, and 14 Wellington Place, we’ve delivered a wide range of sustainability services tailored to the specific requirements of each development site.
Through close collaboration with clients including MEPC, HMRC, and project partners such as Wates Construction and Gardiner & Theobald, Mainer Associates has played a key role in helping Wellington Place set new standards for sustainable, healthy, and future-ready workplaces in the UK.
7 & 8 Wellington Place
Mainer Associates was appointed by Wates Construction to deliver BREEAM Refurbishment & Fit-Out consultancy for 7 & 8 Wellington Place - HMRC’s flagship regional hub in Leeds. As part of one of the UK’s largest office pre-lets outside London, the project aimed to transform over 378,000 sq ft of premium office space to meet high sustainability standards.
We worked closely with the delivery team to guide the project through the BREEAM RFO process, successfully achieving a BREEAM ‘Excellent’ rating. Our support included sustainability strategy development, evidence coordination, and ongoing advisory to align with HMRC’s environmental and operational goals.
This modern, energy-efficient workspace now supports over 6,000 civil servants and exemplifies HMRC’s commitment to responsible and future-focused public sector development.

Mainer Associates played a key role as Carbon Consultant, BREEAM AP & Assessor, and Fitwel Ambassador, driving the project’s sustainability strategy alongside Development Manager MEPC. With experience from five previous phases, we helped enhance project goals in response to shifting market demands.
Now in our next decade on the Wellington Place Estate, we continue to support MEPC’s vision through our ongoing work on 2, 9 and 14 Wellington Place.

11 & 12 Wellington Place is a pioneering development that redefines the standard for Net Zero Carbon buildings in the UK. Recognised as Sustainable Development of the Year at the Insider Property Awards, the project integrates advanced smart building technologies, an off-gas energy strategy, and leading sustainability certifications - BREEAM Outstanding, Target NABERS 5 Star, and Fitwel 2 Star.
Our Role
Mainer Associates were appointed as Carbon Consultant, BREEAM Accredited Professional and Assessor, and Fitwel Ambassador for the scheme. Working closely with Development Manager MEPC, we led the sustainability strategy and implementation from early design through to post-construction.
Having supported five previous phases at Wellington Place, we brought valuable estate knowledge and insight to refine and elevate project ambitions in response to evolving regulatory and market expectations.
